Congressional GOP Back Trump's Proposal to Overhaul Obamacare

US lawmakers are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as Republican senators floated a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Growing Consequences of Federal Closure

The effect on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Florida Resort

As weekend meeting got under way, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Response

Opposition lawmakers expressed concerned reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."

Ongoing Talks

The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an openness to an developing proposal from a handful of moderate Democrats to terminate the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another senior Democratic senator persisted in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the future of the tax credits.

"Doing nothing is irresponsible because people will go into debt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the idea of eliminating and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some analysts indicated that the essence of such a plan would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.

After his resort visit, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to garner enough backing in 2017.
